As a native English speaker and spectroscopist, maybe I can help. The short answer is that there is no difference. "Signal-to-noise ratio" is the more formal term, but it is often shortened to simply "signal to noise" in both conversation and writing. (This is by no means uncommon in scientific English. For instance, instead of writing "NMR spectroscopy" or "NMR spectrum," people will often just write "the NMR of the sample" with "spectrum" being implied.)
Both "signal to noise" and "signal-to-noise ratio" are quotients. Of course, there can be differences in the way noise is defined (root mean square, min-max, etc.), but these apply to both terms equally.
